Past Performance:
Engineering:
We have provided engineering services since 1984
to the Department of Defense (DoD) in support of Research, Development, Test and
Evaluation (RDT&E) programs. Our engineers provide key technical support to
major joint and coalition weapons, weapons systems, aircraft platforms, test
range operations and C4ISR systems.
Information Technology:
Our Information Technology (IT) corporate experience includes establishing,
modifying, and supporting information systems and development of advance
concepts for employing systems to simulate real-time operational environments.
Our IT staff is recognized as expert in the application of advanced techniques
and tools in the analysis, design, development, installation, integration,
operation and support of complex data systems.
Logistics:
Our Logistics corporate history has included
diversity in the types of logistics support we have provided from setting-up and
using supply system fulfillment systems and performing warehousing functions to
aiding in complex planning and implementation of logistics programs that have
included defense systems and equipment deployed to remote locations. We have
experience providing continuous and intermittent on-call field services support
for a major government field services organization where our personnel were
called upon to support operation, maintenance and training requirements of
sophisticated and complex systems for the U. S. Navy in various locations
designated throughout the world.
Environmental:
We have 20 years of varied environmental compliance and natural resource
management experience and are devoted to maintaining our technical expertise in
advance of requirements within the environmental and engineering service arena.
Our environmental professionals include engineers, biologists, botanists,
archeologists, technicians and other specialists providing services ranging from
endangered species studies, wild life rehabilitation, habitat restoration,
archeological excavation, artifact analysis and cataloging, to hazardous
waste/materials management and support, compliance research and documentation,
asbestos and lead inspection and management, and facilities support.

schedule, and technical program analyses and assessments to deliver
comprehensive recommendations to support customer decision-making needed to

Workforce
Management and Human Resources Administration:
EMC provides
tailored workforce management advisory and assistance and human resources
administration outsourcing services to Federal government agencies. Our
workforce management experts are experienced in all aspects of strategic
workforce planning and have designed and implemented a merit-based personnel
management system for a large Defense agency. Our human resources administration
specialists perform the full range of personnel administration services
associated with Federal agency workforce recruitment, accession, training,
sustainment, evaluation, awards, disciplinary actions, and termination.

Our
Facilities Planning and Management staff offers our customers an array of
facilities planning and management services including: Requirements analysis;
Commercial facilities leasing; Custom space design; Build-out and fit-out
management; Building and parking management; Campus shuttle bus operations; and

Technical Capability:
Engineering:
Our engineering personnel provide support as
technical advisors to government and industry leaders and managers on various
RDT&E programs that are frequently high profile and, in some cases, have
international involvement. We contribute and assist in the facilitation of
strategic planning and program management, including identifying requirements,
developing innovative and constructive solutions, establishing and monitoring
program plans, schedules and milestones and facilitating program execution.
Information Technology:
Our IT
expertise and experience covers the entire life cycle of information system
planning, development, integration/installation, and training, as well as
ongoing operation and maintenance. Typical efforts we have performed range from
the development of small stand alone single user applications to large, highly
networked multi-user applications with both dedicated and internet
connectivity. We have successfully completed efforts to migrate legacy systems
to new platforms using new design techniques and development environments
resulting in millions of dollars in documented savings in operating costs.
Logistics:
We provide logistics support to cutting-edge large and complex programs that
entail life-cycle support of Department of Defense weapons systems. Our
logistics management expertise includes the management of evolving and
in-service systems from inception, design and acquisition of logistics to
implementation, problem solving, and directing resources on a day-to-day basis
to logistically enhance supportability, reliability and availability of
operational weapon systems. Managing and directing resources include large
budgets and fiscal responsibilities, systematic planning and movement of
supplies and materials, assignment of personnel, preparation of documentation
including technical manuals for operation and maintenance. We have logistics
experts that provide configuration management and control, training,
implementation and maintenance of automated management and technical information
systems.
Last but not least, our personnel are adept at
supporting and advising on deployment logistics including anticipating, planning
and preparation for deployment to support emerging requirements, and assisting
in the coordination and shipping of systems and equipment needed to support
deployment requirements.
Environmental:
EMC has focused on the development of a highly
trained and skilled staff of environmental and engineering professionals and
support personnel.
Our
environmental specialists and technicians have routinely conducted endangered
species surveys, wetland delineation work, native plant and animal studies and
have been gathering, entering, and processing data, with respect to all of
theses studies, for many years. EMC's archaeologist and field technicians have
a wealth of knowledge of extinct and indigenous peoples and have direct
experience in excavations and artifact identification.
Maintaining
compliance with the rules and regulations of the many agencies that exercise
their jurisdictional rights is a daunting task. Our environmental specialists
have a solid working knowledge of the myriad regulations to which the customer
is subject. We have conducted building surveys and environmental compliance
audits of both commercial and industrial facilities for government and private
sector clients. Processes and procedures are reviewed and assessed for
applicability with Federal, state, local and other government directives.
Program
Assessment and Earned Value Management:
EMC’s model
for helping our customers achieve successful program results through program
assessment and earned value management methods and tools is simple but effective
– we place senior, respected, professionals into core functional areas to: (1)
facilitate program integration through proactive communication at all levels,
not just with senior management; (2) enhance analytical rigor by obtaining and
encouraging the consideration of the different perspectives held by each
program’s technical, operational, and policy communities; (3) collect cost,
schedule, and programmatic data in program databases; and (4) synthesize and
analyze all available program information to generate and deliver expert
assessments of each program’s most likely cost, schedule, and technical

Workforce
Management and Human Resources Administration:
Our
workforce management experts are ready to conduct comprehensive agency needs
assessments using surveys, focus groups, and interviews and then synthesize and
analyze collected data to provide agency managers with forecasts and
recommendations for the design of human resource systems, workflow management,
and communication improvement strategies for managing organizational change. In
support of agency workforce management changes, we can draft revised and new
position descriptions, develop informational promotion plans, train agency
employees, and support all agency personnel “buy-in” actions.

EMC’s facility operations and maintenance managers and supervisors are well

EMC has developed standard processes and

full spectrum from project planning, site preparation, and project
implementation to quality work inspections and manager sign-off upon
completion.
As required
by our customers, EMC will:
Conduct surveys,
requirements analyses, and assessments to identify maintenance support services
and requirements and to perform systematic inspections of customer facilities;
Coordinate work
orders, staffing, and schedules to support preventive maintenance and repair
work and to track and report work order status;
Monitor
inventory usage and coordinate the purchase, storage, and restocking of
inventory. Provide quality
assurance inspections of all repairs whether performed by the customer, the
building landlord, or third party to ensure repairs within customer spaces meet
expected quality standards;

secure custodial services of all interior spaces;

Conduct
surveys, requirements analyses, and assessments to identify purchasing,
packaging, handling, supply, storage, inventory control, and logistics
transportation requirements and to make recommendations for optimization of
logistics services and functions;

Assist
with customer purchasing activities including the preparation of purchase
requests, and coordinating and tracking all supply requirements;

Provide
inventory management and control of client property, including facility and
office related supplies, furnishings, and equipment;

Provide a
report of inventory to customer property account holders and update the
client’s property accountability system and unique databases; and
-
Operate and
maintain warehouses, including certified operation of material handling
equipment.
Facilities
Planning and Management:
Our real
property staff is ready to help our clients with the totality of their facility
planning, execution, operations, and management requirements. EMC provides
facility operations analysis and support to optimize client facility operations
upon occupancy. We develop facility cost estimates, schedules, senior-level
briefings, and planning documents for new and renovated facilities, including
those for customers making major inter-city moves.
EMC’s space
design staff develops architectural and space layout drawings and plans to
support the most effective use of existing or planned customer spaces. These
plans and drawings include furniture layout and design; technical advice and
assistance to address telecommunication and IT requirements throughout the space
planning and design phase; technical advice to design and construct classified
conference rooms and Special Compartmented Information Facilities (SCIFs); and
quality assurance on all space construction and build-out to ensure contractor
adherence to codes and standards and satisfaction of all client requirements.
During facility fit-out, EMC will purchase initial stores of consumable
supplies, equipment, and furniture and ensure their proper placement within the
client’s facility, providing spaces ready for use.
EMC offers building and parking management
services, including intra-campus shuttle bus operations and access control. In
delivery of these services, EMC serves to provide our clients with a working
environment that is safe, clean, and well suited to the client organization’s
successful mission accomplishment.
