Vice President - Director Of Contracts

Mr. Bailey joined Tetra Tech – EMC in December 2009, after nearly 28 years of DoD Aerospace contract management experience.  As VP – Director of Contracts, Mr. Bailey is responsible for the Contract, Subcontract, Small Business Administration, Security, and Property Management functions of the Division. 

Specifically, he oversees, and is involved in, the development and submittal of sales proposals to the client and their subsequent negotiations and contract execution processes.  He works closely with Customer’s contract organizations as well as internal staff and functional organizations to effectively plan and manage proposal preparation, contract negotiations and subsequent contract performance.  Monitors program activity, changes and pricing rates to ensure fulfillment of contractual obligations and promote effective business operations.   

Though Mr. Bailey has worked in a FAR/DFAR governed business environment throughout his career both as a prime contractor and as a subcontractor, he has also managed several significant International military contracts and proposal efforts that were subject to International law and the ITAR. He holds a B.S. in Business Management (’81).
